党的十四大确定了上海在我国九十年代改革和建设中的地位和作用,明确上海九十年代发展战略目标是发挥“龙头”作用,建成国际经济、金融、贸易中心之一。根据这个战略目标,迫切需要同步建立与实现这一目标相适应的人才结构,培养一个现代化国际大都市所需要的人才群体。但从上海的现状来看,职工队伍的整体素质与实现战略目标的要求还有较大差距,因此,开展“学知识、学科学、学技术”活动,动员广大职工学
The 14th CPC National Congress set the position and role of Shanghai in the reform and construction of our country in the 1990s. It is clear that the strategic goal of Shanghai’s development in the 1990s is to play a “leading role” in establishing one of the international economic, financial and trade centers. In line with this strategic goal, there is an urgent need to simultaneously establish a talent structure that fits this goal and cultivate the talent pool needed for a modern, cosmopolitan city. However, judging from the status quo in Shanghai, there is still a big gap between the overall quality of the workforce and the requirements for achieving the strategic objectives.
