财政补偿政策改革是当前我国基层医疗机构运行体制改革的核心内容。本文基于对基层医疗机构财政投入现状和财政补偿机制改革原则的分析,阐述了基层医疗机构财政补偿政策实施所需要的必要条件和配套政策,提出了基层医疗机构财政补偿政策改革不能采取“一刀切”的方式,各地应结合自身财政状况,以医务人员收入分配制度改革为突破口,在较长时期内稳步推进。
The reform of financial compensation policy is the core content of the reform of operational system of primary medical institutions in our country at present. Based on the analysis of the status quo of financial investment in grassroots medical institutions and the principle of financial compensation reform, this paper expounds the necessary conditions and supporting policies for the implementation of financial compensation policies in primary medical institutions, and proposes that the reform of financial compensation policies in grassroots medical institutions can not adopt the “one size fits all ”Approach, all localities should be combined with their own financial conditions, the medical staff income distribution system as a breakthrough point in reform, steady progress in a long period of time.
