1 卫生防疫机构体制改革应把握的原则1.1 符合卫生防疫工作基本要求原则 卫生防疫站虽然是计划经济的产物,但在近50年的工作实践中,为保障人民健康,促进经济发展发挥了不可替代 的作用。随着社会主义市场经济的确立和完善,随着依法治国方略的实施,把卫生监督执法从卫生防疫机构中分离出去,既是时代的需要也是现实的需要。尤其是随着社会进步和科技的发展,人类疾病谱已从传染病为主转变到以非传染病为主。在医学模式由生物医学模式向生物—心理—社会医学模式转变的今天,卫生防疫机构的工作模式和职能也要顺应历史的转变。卫生防疫机构是以行政区域而设立的预防保健技术指导中心和实施机构,体制改革应能满足该区域的卫生防疫工作开展的需要。根据卫生部1992年制订的《全国卫生防疫工作规范(试行)》,对开展各项业务工作的目的、内
