2005年8月24日,东盟及中日韩首都警察局警务交流与合作研讨会日前在京闭幕。在为期三天的研讨会上,13国代表在本国国家中央警察部门的授权下,本着平等协商、互相尊重主权、循序渐进、灵活务实的原则,通过并在闭幕式上共同签署了《关于加强东盟与中日韩首都警察局合作的北京宣言》。从而初步建立了多方国际警务合作机制,进一步明确了今后13方之间开展警务合作的基本原则、方向和操作机制,为2008年奥运会安保工作奠定了国际交流与合作基础。《北京宣言》是在东盟成员国与中日韩于1999年发表的《东亚合作联合声明》框架下,共同致力于加强警务交流与合作,打击跨国犯罪活
On August 24, 2005, the seminar on police exchange and cooperation between the ASEAN, China, Japan and South Korea’s capital police station was concluded in Beijing recently. At the three-day seminar, under the authority of the Central Police Department of their country, representatives of 13 countries adopted and adhered to the principle of equal consultation, mutual respect for sovereignty, gradualism, flexibility and pragmatism and jointly signed the “ Beijing Declaration on Cooperation between ASEAN and the Capital Police Department of China, Japan and South Korea. ” Thus initially establishing a multi-party mechanism for international police cooperation and further clarifying the basic principles, directions and operating mechanisms for police cooperation in the future.
