法发[1993]36号各省、自治区、直辖市高级人民法院、人民检察院,解放军军事法院、军事检察院:实行计划生育是我国的一项基本国策。它关系到民族的昌盛、子孙后代的幸福。对少数人以各种手段破坏计划生育工作的行为,除进行必要的教育外,对那些伪造计划生育证明出售牟利,多次为他人做假节育手术,或者非法出具计划生育证明,并索取大量钱财,甚至趁机进行强奸、流氓、诈骗等犯罪活动的,要坚决依法惩处。为此,通知如下:
