为填补基础研究与工业应用间的空隙,加强钢铁领域的应用研究和工业试验工作,西德钢铁协会于一九六八年初成立了“生产工艺研究所”,简称“BFI”,由该会原来的能源——企业经济研究所、机械设备研究所和热工研究所合并而成。目前全所职工近二百人,科学家占百分之五十五。该所设顾问委员会,由钢铁协会下属20个专业委员会执行主席组成,负责确定研究方针、科研任务、协调与外界的联合研究项目。具体研究部门有:设备技术、工艺技术、检测和控制技术、运输技术、产品性能、环境保护和生态学研究、能源和企业经济、计算中心和情报服务。该所主要任务是一方面把基础研究成果尽快推广,另一方面又在生产实践过程中发现新问题,以便制定新的研究课题,它是基础研究与工业应用的联系场所。它的成立给生产带来了很大益处,受到各界的好评。在一九七七年底举行的西德钢铁协会的年会上,生产工艺研究所所长莫麦尔兹博士作了该所成立十年的总结报告,发表在西德《钢与铁》杂志一九七七年第25期上,题目是——联合应用研究的任务,现将全文翻译如下:
In order to fill the gap between basic research and industrial applications and to strengthen applied research and industrial testing in the field of steel, the West German Iron and Steel Institute established the Institute of Production Technology in the early 1968, or “BFI” Energy - Enterprise Economic Research Institute, Institute of Mechanical Equipment and Thermal Research Institute merged. At present, nearly 200 full-time employees, scientists accounted for 55%. The proposed advisory committee, composed of 20 executive committees under the auspices of the Iron and Steel Association, is responsible for determining the research approach, scientific research tasks and coordinating joint research projects with the outside world. Specific research departments are: equipment technology, process technology, testing and control technology, transportation technology, product performance, environmental protection and ecology research, energy and business economics, computing centers and intelligence services. The main task is to promote the basic research results on the one hand as soon as possible and on the other hand to discover new problems in the course of production practice in order to formulate new research topics which are the connection places between basic research and industrial applications. Its establishment has brought a lot of benefits to the production, and has been well received by all walks of life. At the annual meeting of the West German Iron and Steel Institute in late 1977, Dr. Moelziz, director of the Production Technology Institute, made a summary report of the ten-year foundation of the institute and was published in the journal Steel and Iron in West Germany On the 25th issue of 1997, the title is "The task of joint application research.
