华北人民政府給東時,原打算辦一次考绩,因凖备不够,未能做到,這是華北人民政府結束工作的一個缺點。政法委员會成立時,輩必武副總理曾提到這一問題,指出對幹部考绩绩须有定制,不應有賞罰不明和有罰无賞的现象。政法委員會辦公廳和人事處這次經過一个多月的醞釀、討論和檢查,最后经過評讓委員街和领導上核定了本机关十七位同志应受到表揚和獎勵,同時处罰了一位司机同志,並批評了另外数位工作同志,因他們對工作不够負責。這受獎的十七位同志,大多数是華北人民政府時在工作上已有些考驗的,其中半數是新解放區來的人员。我們試辦了這次致績,取得初步經驗,这就開創了今後機关领导工作上的一個基本方法。我们从此要建
