简要介绍了雾霾危机下我国油品升级存在的问题,根据博弈论的基本原理,构建了地方政府与企业之间在油品升级以及质量监管方面的两个博弈模型,旨在通过该模型分析油品升级缓慢的背后原因以及分析完善油品质量监管体系的必要性。通过对博弈模型决策问题的分析,结合纳什均衡结果,得出了政府应该将环境纳入地方政府政绩考核的结论,并提出了完善油品质量监管体系的政策建议。
This paper briefly introduces the problems existing in the upgrade of oil products under the smog crisis. According to the basic principles of game theory, this paper constructs two game models between local governments and enterprises in terms of oil product upgrading and quality control. Through this model, The reasons behind the slow upgrade of oil products and the necessity of analyzing and improving the oil quality supervision system. Through the analysis of the game model decision-making problem and the Nash equilibrium results, we conclude that the government should incorporate the environment into the performance evaluation of local governments and put forward the policy suggestions to improve the oil quality supervision system.
