2001年6月,全国“星光计划”部署会议在古城西安召开,与此同时,西安市新城区“星光大厦”落成开业,民政部多吉才让部长、李宝库副部长和陕西省张伟副省长前来参加庆典。在这座建筑面积达8000平米的大厦内里,老年公寓的入住人数已全部满员,保健康复和文体娱乐等设施全面开放,大厅内外人头踊动,欢声如潮,老人们个个喜上眉梢。紧接着,碑林区南院门和长乐坊两所社区型的星光老年公寓也相继挂牌开张。这几项示范性星光项目的剪彩运行,向这次部署“星光计划”的全国性会议献了一份厚礼,也由此拉开了陕西省实施“星光计划”的序幕。
In June 2001, the national “Starlight Plan” deployment meeting was held in the ancient city of Xi’an. At the same time, the “Starlight Mansion” in the new city of Xi’an was completed and opened. Duoyiji, the Ministry of Civil Affairs, allowed the minister, Vice Minister Li Bao Ku and Vice Governor Zhang Wei of Shaanxi Province Long to come to celebrate. In this 8,000-square-meter building, the occupancy of elderly apartments is fully occupied. Facilities such as health rehabilitation and sports and recreational facilities are fully open. The crowds of people both inside and outside the lobby are so excited that the old people are extremely happy. Followed by, Beilin District, South Gate and Changle Square, two community-type Starlight elderly apartment have also been listed. The ribbon-cutting operation of these exemplary Starlight projects gave a great gift to the national conference on “Starlight Plan”, which opened the prelude to the “Starlight Program” in Shaanxi Province.
