成人高等院校的管理工作亟待改革和加强。美国当代管理权威杜拉克比较客观地分析说:“所谓发展中国家,并非是发展落后,而是管理落后”。这个说法是很中肯的,也比较符合我国成人高校管理的现状。 由传统管理向现代管理转变,这是一次深刻的革命。我们说深化改革,就应在管理上多下功夫。 现代管理(包括科学管理与民主管理)的基本要素可分为两类,一是管理手段,即机构、法和人;二是管理内容,即人、财、物、信息和时间。本文仅就管理手段与管理内容的联结点上的有关问题谈谈看法。
The management of adult colleges and universities urgently need to be reformed and strengthened. Drucker, the authority of contemporary administration in the United States, analyzed objectively: “The so-called developing countries are not backward and backward but manage backward.” This argument is very fair, but also more in line with the status quo of our adult college management. From traditional management to modern management, this is a profound revolution. When we say that deepening reform, we should make more efforts in management. The basic elements of modern management (including scientific management and democratic management) can be divided into two categories. One is management tools, namely, institutions, laws and people. The other is management of content, that is, people, property, information, and time. This article only talks about the relevant issues on the link between management tools and management contents.
