什么是突发事件?根据2007年11月1日施行的《中华人民共和国突发事件应对法》,突发事件是指突然发生,造成或者可能造成严重社会危害,需要采取应急处置措施予以应对的自然灾害、事故灾难、公共卫生事件以及社会安全事件。突发事件大体可分两类,一类是自然事件,即所谓的天灾;另一类是社会事件,可称之为人祸。突发事件的社会特性决定了其具有一般事件无法比拟
