本文叙述了社会科学数据服务的历史发展 ,但不仅仅是回顾往事 ,而是要指出促成了当前状况的战略抉择。为了未来的发展 ,了解这些抉择很重要。我们应该特别注意的是 :数据库———这一发展中的核心机构———应被视为数据服务的一部分 ,而且又是实证社会科学基础设施的基石。扩大这一基础设施并不是也不应当是为社会科学提供它所需要的所有信息。我们应逐个国家地找出数据服务的差距和实证社会科学基础设施的差距。此外 ,我们有必要同时建立获取信息与培训必要技术的途径 ,以更加有效和积极地使用数据。随着手段和技术的扩展 ,我们要关注的是用户的技能 ,特别是统计方法技能可能会滞后。
This article describes the historical development of social science data services, but not just reviews past events, but points out the strategic choices that have contributed to the current situation. For the future, it is important to understand these choices. What we should pay special attention to is that the database - the central institution in development - should be considered as part of data services and the cornerstone of the evidence-based social science infrastructure. Expanding this infrastructure does not and should not provide the social science with all the information it needs. We should find out on a country-by-country basis the gap between data services and the evidence-based social science infrastructure. In addition, it is necessary for us at the same time to establish avenues of access to information and training of the necessary technologies in order to use the data more effectively and actively. With the expansion of the means and technology, we should pay attention to the user’s skills, especially the statistical method skills may lag.
