2009底,北京市发布了《促进城市南部地区加快发展行动计划》(以下简称城南行动计划),该计划包括重点产业功能区改造、重大民生工程、重大产业项目和重大基础设施建设等。根据城南行动计划中确定的建设项目,预计未来3年,北京市区两级财政对城南地区投资将超过500亿元,加上带动的社会投资,总投资将达到2 900亿元。地处北京南部的崇文、宣武、丰台、房山和大兴5区迎来了新的发展机遇。
