近年来,特别是党的十五大后,上海市闸北区在企业改革、改组、改造中成立了一批股份制企业和有限责任制企业,对促进闸北区经济发展起了重要的作用。为维护改革成果,规范改制行为,切实维护国有股的正当权益,闸北区国资办制定并印发了《关于我区股份制企业年终分配中加强国有股权管理的试行意见》(以下简称《意见》),于1999年正式施行,收到了良好的效果。
