目前,我省的森林资源管理工作还十分落后,林区资源数据混乱,各县所掌握的资源数据尚是“四·五”清查时的数字。由于没有建立完整的伐区审批、拨交、验收制度,木材采伐量层层加码,资源消耗量不断增加,非采伐消耗更是十分庞大,资源消耗量成倍地大于生长量,以致我省森林资源锐减。当前,我省正在开展以县为总体的森林资源调查和林业区划。今秋明春,一部分县市的资源调查工作将全面展开。这是建立县级森林资源档案的大好时机。各县林业主管部门应不失时机地把林业区划和资源建档工作紧密结合起来,把这项工作搞好。如果在县级资源调查中,不及时地把森林资源档案建立起来,那么,用了大量人力、物力、财力所获得的数据将随着时间的推移,逐渐失去其正确性、有效性,造成森林资源的“一年准,二年变、三年
