在中纪委、中组部今年公开通报的一批跑官要官的典型案件中,有别于“向上”跑官,“向下”跑官现象令人关注。在人代会换届选举期间,就有极少数领导干部利用职务之便,指使下属对人大代表进行贿赂,从而达到“当选”的目的。“向下”跑官,不仅严重干扰了正常选举和民主推荐工作,还会腐蚀干部思想,诱发投机心理,败坏党风和社会风气,损害党的形象和党的事业。
Among the typical cases that the Central Commission for Discipline Inspection and the Central Organization Department openly reported this year are a series of officials who run the country, they are different from the “up” running officials and the “downward” running officials. During the general election of NPCs, a handful of leading cadres took advantage of their positions and instructed their subordinates to pay bribes to NPC deputies so as to achieve the goal of “election”. Running the government downwards not only seriously interfered with the normal election and democratic recommendation work, but also eroded the cadre’s mentality, induced speculation, corrupted the party’s style of work and the social atmosphere, and undermined the image of the party and the cause of the party.
