兹将四九年尾欠公粮公草及红白条据的处理和发放运费办法分列于下:一、关于四九年度尾欠公粮公草的处理办法:(一)甘肃省四九年度征收之公粮公草,地方附加粮,至今公粮尾欠二十八万余市石,地方附加粮尾欠一十一万余市石,公草尾欠四千七百余万市斤,没有入库入站其原因是:1.各级领导对催交公粮入仓,公草入站,抓的不紧,致失季节性。2.一些地区没有按条例征收,冒摊冒派,抓大头,致个别户负担过重,交纳不起。3.计征公粮公草案,因遭天灾人祸、等情,致使无力交纳。4.有些群众故意抵赖拖延不交。(二)根据上述情形,并遵照西北军政委员会关于一九四九年尾欠公粮清理指示决定处理办法如下:1.凡因超过其应负担额过重交纳不起者,共超额部份予以豁免。2.一户在两地被重征公粮公草持有一地已征公粮公草负担之凭证者,所欠一地之公粮公草予以豁免。3.因天灾人祸
