7月,杭州市委十一届七次全会作出了加快发展信息经济、智慧经济的战略部署,大力推进智慧产业化和产业智慧化。按照省委、省政府和杭州市委、市政府的部署要求,杭州经济技术开发区前进工业园区（即杭州江东市本级区块）拉高标杆,以全面深化改革为动力,围绕＂四换三名＂,大力发展智慧产业,努力抢占新一轮发展的制高点。一是招大引强,集聚名企名品名家。招商引资是开发区的＂生命线＂工程。前进园区坚持做产业与做环境并重,主攻大项目、拉长产业链、发展高科技,积极面向国内外招引高端优质项目。
