諸位委員,諸位同志: 自從中央人民政府成立到現在,時間過了八個月。在這個時期中,政務院和財政經濟委員會在財政經濟方面做了一些工作。其中有幾項是有關整個國家和廣大人民的,這即是:統一國家財政經濟工作的管理和領導、征收粮稅發行公(?)以(?)衡國家財政收支、穩定通貨和物價,接管建立和着手恢復各項國營工商金融業,投資運輸事業、水利事業、農業和若干工業,調整公私關係和勞资關係,調運粮食供應大城市,撥出粮款救濟災民和失業工人等。這些工作,有些有了顯著的成績,有些才開始看見成績。各項工作成績都有賴於全國廣大人民羣衆、各級政府工作人員和各界民主人士的支持、協助和努力工作,方才取得的。各項工作中都有缺點,有些一則犯了若干錯誤,大都由於不明情况和缺乏經驗而來,正在給予改進。今後任務是堅持和發揚已經取得的勝利和成績,鞏固這些勝利和成績,總結經驗,分析情况,教育幹部,謹慎(?)事,努力以赴,逐步實現共同綱領上所規定的各項財經任務,以副全國人民的期望,爲爭取整個財政經濟狀况的根本好轉而鬥爭。此次我要向全國委員會第二次會議報告的,是關於目前經濟戰线上的一般形勢,關於調整工商業和關於調整稅收這三個問題,因爲這些問題是大家所關心的。

Several of them are related to the entire country and the broad masses of the people. There are shortcomings in all the work. Some of them make some mistakes, most of them are making improvements because of unknown circumstances and lack of experience. The tasks for the future are to uphold and carry forward the successes and achievements that have been achieved, consolidate these victories and achievements, sum up experiences, analyze situations, educate cadres and be cautious (?), Work hard to go ahead and gradually realize the various financial and economic tasks stipulated in the common program , Fought for the fundamental improvement of the entire financial and economic situation with the expectation of the people throughout the country.
