9月10日,水利部科学技术委员会正式成立。水利部部长汪恕诚出席成立大会并讲话,副部长张基尧宣布了组成人员名单,索丽生副部长任主任委员,高安泽、何文垣总工以及国际合作与科技司司长董哲仁任副主任委员。索丽生就对科学技术委员会的认识及如何做好科学技术委员会工作发表了意见。
September 10, the Ministry of Water Resources Science and Technology Commission was formally established. Minister of Water Resources Wang Shucheng attended the inaugural meeting and made speeches. Vice Minister Zhang Jiyao announced the names of the members. Vice Minister Suo Lisheng served as the chairman, Gao Anze, He Wenyuan, chief engineer and director of the Department of International Cooperation and Technology Dong Zheren as vice chairman. Soleil made comments on the understanding of Science and Technology Commission and how to do a good job in science and technology committee.
