In accordance with the instructions of the State Council on February 6 this year on popularizing Putonghua, all provincial and municipal people’s committees should set up promotion commissars of Putonghua and use the offices of education and bureau of provinces and municipalities as their daily work organs. On March 15 this year, the State Council forward the views of the Ministry of Education on the reorganization of the education departments and bureaus of various provinces and municipalities as well as the Education Department of all streets and cities.
