水污染防治政策是环境保护政策的重要组成部分,流域水污染治理问题是世界各国环境保护的重要方面。辽河流域是我国七大流域之一,研究辽河流域水污染治理的财政政策及绩效评价将有助于探索中央财政及地方政府合力进行流域污染治理的有效性,推动我国流域水污染防治工作的开展。
Water Pollution Prevention and Control Policy is an important part of environmental protection policies. The water pollution control in the basin is an important aspect of environmental protection in all countries in the world. Liaohe River Basin is one of the seven major drainage basins in China. Studying the fiscal policy and performance evaluation of water pollution control in Liaohe River Basin will help explore the effectiveness of central and local governments in combating pollution control and promote the prevention and control of water pollution in the basin .
