公民旁听省人大常委会会议,在吉林省已不是什么新生事物了。而为进一步规范这一项工作,9月26日省十一届人大常委会第六次会议通过了《吉林省公民旁听省人大常委会会议办法》(以下简称《办法》),为公民旁听提供了新的法律平台。早在2000年5月26日,吉林省九届人大常委会第十七次会议就审议通过了《吉林省公民旁听省人大常委会会议办法(试行)》。实施8年来,对于激发全省广大公民的政治热情,扩大公民有序的政治参与,增强全社会的民主意识、法制意识和人大意识,
