越来越多的机构开始为交通系统的可持续发展定义,并试图将这一概念融入区域交通规划过程。然而,只有极少数的区域规划机构意识到了交通系统和土地利用变化给经济、环境和社会生活质量(这三者通常被认为是可持续交通系统的三个基本方面)带来的广泛影响。首先,论述了使用多个可持续发展指标的多准则决策方法,并应用其评估亚特兰大大都市区的三个交通和土地利用规划方案。然后,介绍了作为交通决策支持工具的可持续发展综合指数,用于减少多指标综合评价方式导致的信息过载。这一评价方法有助于决策者在确定交通规划方案时综合考虑可持续性,并能根据已确定的目标识别最可持续(或最不可持续)的规划方案。
More and more agencies are beginning to define the sustainability of transport systems and trying to incorporate this concept into the regional transport planning process. However, only a handful of regional planning agencies are aware of the wide-ranging implications of changes in transport systems and land-use for the economic, environmental and social quality of life, all of which are often thought of as three fundamental aspects of a sustainable transport system. First, a multi-criteria decision-making approach that uses multiple sustainability indicators is discussed and applied to assess three programs for transportation and land-use planning in the Atlanta metropolitan area. Then, a comprehensive index of sustainable development, which is used as a transportation decision support tool, is introduced to reduce the information overload caused by the multi-index comprehensive evaluation method. This method of evaluation helps policymakers to consider sustainability in their transportation planning scenarios and to identify the most sustainable (or least sustainable) planning scenarios based on the identified goals.
