总则(一)为了不断地迅速地无止境地扩大我们的眼界,敏捷地接受新的事物,随时发现与有力的打破我们带有历史性的甚至是根深蒂固的对工作极端有害的保守思想,提高生产技术与业务水平,改善管理方法,进一步提高劳动生产效率。必须组织参观,学习与吸收各地先进经验与先进工作方法。为此,特制定此规定。(二)工业厅本部暨所属各单位均依照本规定执行。
