国际传播的内容、手段方式和价值取向以及建构起来的世界图景反映出,以新自由主义意识形态为“隐形内核”的全球化思想和国际传播理念仍居于主导地位。随着围绕构建国际信息新秩序(NIIO)的争论淡出联合国的议题范围,“信息自由流动”似乎已经成为全球化的最大意义之一①。这些现象、现状及其背后隐匿的关系和问题不能不引起我们的研究和思考。
The content, means and values of international communication and the world picture it has constructed reflect the fact that the idea of globalization and the concept of international communication that still holds the neo-liberal ideology as the “invisible kernel” still dominates. As the debate surrounding the construction of the new International Information Order (NIIO) has faded out of the UN agenda, “free flow of information” seems to have become one of the most significant aspects of globalization. These phenomena, the status quo and the underlying hidden relations and problems can not but arouse our research and thinking.
