1999年底,沽源县委对全县1万多名党员思想状况和发挥作用情况进行了调查。结果表明:积极发挥带头作用的占39%;表现一般的占57.4%;处于后进状态的占3.6%。表现不好的党员,有以下几种:一是党性不强,信钱不信党;二是对党的现行政策认识不够,不起党员怍用,牢骚多,怪话多;三是组织观念淡薄,长期不过组织生活,不主动交纳党费,不参加党的活动;四是思想觉悟不高,法制观念不强,不履行党员义务,甚至拒交
