社会平均成本是价值理论学说中的重要思想,也是我国政府定价中应把握的基本原则。如何将这一重要思想更好地运用于药品政府定价实践,成为目前倍受人们关注的问题。本文从我国药品价格管理的需要出发,针对药品价值和价格的特殊性,探讨社会平均成本在药品政府定价中的实践路径,并分析社会平均成本在政府定价中运用,进而提出了药品定价成本的概念。

The average social cost is an important idea in the theory of value theory and also the basic principle that should be grasped in the pricing of our government. How to apply this important concept to the pricing practice of pharmaceuticals and government has become a problem that has drawn much attention nowadays. Based on the need of drug price management in our country, in view of the particularity of drug value and price, this paper explores the practice path of social average cost in drug government pricing and analyzes the application of average social cost in government pricing, and then puts forward the cost of drug pricing concept.
