随着改革的深入 ,公安机关正面临新的压力和挑战。如何适应形势 ,构建新的“打防控”机制 ,以有效地发挥打击与防范、管理与服务的职能 ,是当前各级公安机关正在实践和探索的课题。作为欠发达地区的公安机关 ,更应当处理好当前与长远、现实与发展的关系 ,使警力资源得到最大利用 ,努力建立起与社会发展相一致的“打防控”机制。
With the deepening of reform, public security organs are facing new pressures and challenges. How to adapt to the situation and build a new “fight prevention and control” mechanism so as to effectively bring into play the functions of combatting, preventing, managing and serving are the topics currently being practiced and explored by public security organs at all levels. As a public security organ in the underdeveloped areas, the relationship between current and long-term, reality and development should be dealt with more so that the police resources can be utilized to the maximum and efforts are made to establish a “strike and control” mechanism that is consistent with social development.
