进入新世纪，天津提出“乘势而上，开拓创新，全面上水平”的工作基调．全市各项工作都要全面上水平：教育理应率先上水平·中共天津市委七届五次会议确定构建高标准职业教育新体系，对天津职业教育工作提出了新的更高的要求。这是实行科教兴市战略，建设科教强市的一项重大举措，是加快我市职业教育发展的根本大计，也是我审教育工作实现全面上水平的重要组成部分．我们要紧紧抓住难得的发展机遇，解决好办学、教学及基础工作的各方面问题，积极实施高标准职业教育新体系建设工程，努力开创天津职业教育工作的新局面．
