城乡二元结构是中国经济社会发展进程中的阶段性产物,造成了城乡经济社会发展的不平等和不平衡,严重制约了全面小康社会的建设。党的十七届三中全会把建立有利于逐步改变城乡二元经济结构的体制机制,作为完善社会主义市场经济体制的一项重要任务放在突出位置。治理城乡二元结构必须进行制度创新,实现城乡一体化发展。文章在分析二元结构对经济社会发展的影响、城乡一体化发展的必然性及重点和难点的基础上,提出了如何创新体制机制,全面推进城乡一体化进程的思路建议。
The dual structure of urban and rural areas is a staged product in the process of China’s economic and social development, which has caused inequalities and imbalances in the economic and social development between urban and rural areas and severely restricted the building of an overall well-to-do society. The Third Plenary Session of the 17th Central Committee of the Party has placed prominence on the establishment of an institutional mechanism that is conducive to gradually changing the dual economic structure in urban and rural areas as an important task of perfecting the socialist market economic system. To manage the dual structure of urban and rural areas, institutional innovation must be carried out to achieve the integration of urban and rural areas. Based on the analysis of the impact of dual structure on economic and social development, the inevitability of development of urban and rural integration, and the key and difficult points, the article puts forward some suggestions on how to innovate institutional mechanisms and promote the process of urban-rural integration in an all-round way.
