军事安全是保障国家不受外部军事入侵和战争威胁的能力和状况。自国家形成以来,军事安全就是国家安全的核心内容和关注焦点。军事安全首先是关于国家的实际武装攻击能力和防御能力,同时包括彼此对对方能力和意图的认识。一直以来,能否遏制战争、打赢战争,是衡量军事安全程度的主要方面。但是,冷战结束以后,世界安全形势发生了重大变化,对国际军事安全产生了深刻影响,给世界各国判断和维护军事安全提出了新的挑战。面对国际安全形势出现的新情况和新特点,为了保障我国在和平环境下顺利实现“战略机遇期”的经济腾飞战略,我们应该探索维护军事安全的新策略。
Military security is the ability and status of the country to protect itself from the threat of external military invasion and war. Since the country was formed, military security has been the core content and focus of national security. First, military security concerns the actual armed attack and defensive capabilities of the country, as well as mutual knowledge of each other’s capabilities and intentions. All along, the ability to contain the war and win the war is the main aspect of measuring the degree of military security. However, since the end of the Cold War, major changes have taken place in the world security situation, exerting a profound influence on the international military security and have posed new challenges to other countries in the world in judging and maintaining military security. In the face of the new situation and new features in the international security situation, in order to safeguard our country’s successful economic take-off strategy of “strategic period of opportunity” in a peaceful environment, we should explore new tactics for maintaining military security.
