权力是国家不可缺少的要素之一,国家是一种政治现象,而权力则更是具有政治性的东西。从早期人类社会发展的初级阶段的组织形式到后来逐渐完善的国家形态,其产生的根源是阶级矛盾,具有鲜明阶级性。进行阶级统治是国家的本质也是其功能之一,无论是社会组织还是政治社会都需借助一定的手段约束不服从统治的团体,法律是统治者不可或缺的力量。
Power is one of the indispensable elements of the country. The state is a political phenomenon, while the power is even more political. From the organizational form of the early stages of human social development to the state form that was gradually perfected later, the root causes of the formation of the state are class contradictions and distinct classifications. To carry out class rule is the essence of the state and one of its functions. Both the social organization and the political society need to use certain means to restrain groups that are not subject to the rule. Law is an indispensable force for the ruler.
