山东省苍山县贾庄乡夏庄村郭永才、张吉明两位村民自1991年1月开始,就本村村委会换届选举问题多次到县和地区有关部门上访。他们上访的理由是:郭永才、张吉明均被选为本届村委委员,但乡政府不让他们进班子。对此,苍山县民政局曾于1991年7月3日和8月10日两次派人深入到贾庄乡夏庄村调查。调查结果表明:1991年1月,在该村村委会换届选举中,郭永才、张吉明二人确以合法程序当选为本届村委委员,但乡里个别领导出于主观意志,不愿让郭、张二人进村委班子。一位副乡长说:“郭永才、张吉明
