十八届四中全会确定“建设中国特色社会主义法治体系,建设社会主义法治国家”的总目标,完成了法治建设的顶层设计。贯彻落实顶层设计完成相对应的基层建设之一:运用法治思维与法治方式解决社会矛盾,特别是基层社会矛盾,让法治思维成为一种共识,让法治方式成为一种生活方式,如同民族信仰那样使法治深入民心,将会在法治建设道路上迈出重要关键的一大步。
