我国加入WTO以后,工程造价管理改革日渐加速。为了适应我国建筑市场发展的要求和国际市场竞争的需要,施行工程量清单计价模式势在必行。推行工程量清单计价模式,可以增强《招投标法》的可操作性,引导施工企业开展公平合理的价格竞争,促进工程建设招投标健康、有序、协调发展。
After China’s accession to the WTO, the reform of construction cost management has been accelerated. In order to meet the requirements of the development of China’s construction market and the need of competition in the international market, it is imperative to implement the pricing model of the engineering quantity list. The implementation of the bill of quantities pricing mode can enhance the operability of the Bidding Law and guide the construction enterprises to conduct fair and reasonable price competition and promote the healthy, orderly and coordinated development of bidding in construction projects.
