人力资源是现代社会与经济发展的第一资源,科学高效的人力资源宏观管理已成为各国增强综合国力的核心议程。本文立足于现实,针对我国目前人力资源宏观管理中存在的突出问题进行探讨,提出在市场经济条件下,从人力资源开发管理设计、人力资源运作管理设计、人力资源组织管理设计三方面入手,实现我国人力资源宏观管理的设计与再设计。
Human resources are the first resource for modern society and economic development. The scientific and efficient macro management of human resources has become the core agenda for all countries to enhance their overall national strength. Based on reality, this paper discusses the prominent problems in the current macro-management of human resources in China, and proposes that from the perspective of market economy, it starts with human resources development management design, human resources operation management design, and human resources organization management design.
