基层水利站,没有雄厚的经济基础,没有自然资源,没有庞大的技术队伍,白手起家搞经营,能行吗?能。山东省东平县沙河站镇水利管理站,立足服务搞经营,办好实体促发展的做法和脱贫致富的事实,充分说明了这一点。东平县沙河站镇,是一个以种植业为主的农业镇。几年来,该镇水利管理站坚持以服务为宗旨,努力开展综合经营,走出了一条自我武装,自我发展的路子,把一个“空壳站”变成了一个初具规模的经济实体。他们的体会是:
