凡是在国家机关的各种岗位上担负着领导、管理、指挥、调度、协调等各种职责的工作人员,在现今的社会中都被称作干部。这些人不论职位高低,手中都掌握着一定的权力,他们是社会政治生活、经济生活、文化生活……的组织者和指挥者。他们的职业道德风貌如何,不仅影响我们整个社会的道德风尚,而且直接关系着社会主义事业的发展和广大人民群众切身利益。在当前已经直接影响到党和国家在人们中的威信,已经与政治体制和经济体制改革能否深入下去,能否顺利完成直接联系起来。
Workers who assume various duties of leadership, management, command, dispatch and coordination in various posts of state organs are all called cadres in today’s society. These people, regardless of their job titles, have certain powers in their hands. They are organizers and commanders of social and political life, economic life and cultural life. Their professional ethics and style not only affect the morality and customs of our entire society, but also have a direct bearing on the development of the socialist cause and the vital interests of the broad masses of the people. At present, it has directly affected the prestige of the party and state in people and it has already been directly linked with whether the political system and the reform of the economic system can go on smoothly and whether the reform can be completed smoothly.
