军人福利待遇由实物供给转变为货币供给是制度的变迁与选择。在计划经济时代,军人福利待遇的供给方式只有一种选择,即实物供给;在市场经济条件下,军人福利待遇的供给方式存在两种选择,即实物供给与货币供给。选择哪一种方式,或是两者兼而有之,不仅是一个现实问题,而且有着深刻的经济学含意。在寻求引起这种制度变迁的原因时,也许可以从交易费用理论中获得一些启示。
The change of the welfare of military personnel from the real supply to the money supply is the change and choice of the system. In the era of planned economy, there is only one option for the supply of military benefits, that is, the supply of goods in kind. Under the market economy, there are two options for the supply of military benefits: the supply of goods in kind and the supply of money. Choosing which way, or both, is not only a matter of reality, but also has profound economic implications. In seeking the reasons for this institutional change, we may gain some inspiration from the transaction cost theory.
