当前,在我国企业家队伍建设的过程中,一个很关键的问题还没有得到很好的解决,即企业家激励与约束机制尚未建立和完善。引起社会极大关注的“于志安事件”、“褚时健事件”、“冯根生现象”等等,正反映了这个问题。企业家激励与约束机制,是对企业家行为目标的选择起制约作用的一系列制度措施。对于转轨时期的我国国有企业而言,企业家激励与约束机制是提高国有企业效益的重要保证。
At present, a crucial issue has not been well solved in the process of building the ranks of entrepreneurs in our country. That is, the mechanism of entrepreneurial incentives and restraints has not yet been established and perfected. This issue has been reflected in such issues as the “incident in Zhicheng”, the “incident in Chu Shijian”, and the “phenomenon of Feng Gensheng”, which have drawn great public concern. Entrepreneurial incentive and restraint mechanisms are a series of institutional measures that restrict the choice of entrepreneurs’ behavior goals. For the transition period of our state-owned enterprises, entrepreneurs incentive and restraint mechanism is an important guarantee to improve the efficiency of state-owned enterprises.
