《中共中央关于社会主义精神文明建设指导方针的决议》指出:“社会主义精神文明的根本任务,是适应社会主义现代化建设的需要,培育有理想、有道德、有文化,有纪律的社会主义公民,提高整个中华民族的思想道德素质和科学文化素质”。培育“四有”的社会主义公民,提高全体人民的素质是关系到社会主义兴衰成败的大事。《决议》抓住了根本,并对“四有”的丰富内涵和有序层次作了深刻而周密的阐述。
The Resolution of the CPC Central Committee and the Guidelines on the Construction of Socialist Spiritual Civilization states: “The fundamental task of socialist spiritual civilization is to meet the needs of socialist modernization and foster a socialist citizen with ideals, morals, culture and discipline. So as to raise the ideological and ethical standards and scientific and cultural qualities of the entire Chinese nation. ” Cultivating the “four haves” socialist citizens and raising the overall quality of the entire people is a major event that relates to the success or failure of socialism. The Resolution grasped the foundation and made a profound and careful exposition of the rich connotation and orderly level of the “four haves.”
