本文对长期实行的铁路内部“交叉补贴”进行了客观评述,认为“交叉补贴”在计划经济条件下具有一定的合理性和必然性,但不能有效增加公益性运输的市场供应量。本文着眼铁路“政企分开”的改革特别是西北铁路运输企业改制解困的需求,尝试提出政府购买公益性运输服务的机制转换思路,并对新机制设计的基本原则和运行、着力把握的方向作了重点探讨。
This paper gives an objective review of the internal “cross subsidy” of the railway that has been implemented for a long time. It holds that the “cross subsidy” has certain rationality and necessity in the planned economy but can not effectively increase the market supply of public welfare transportation. This article focuses on the railway “government-enterprise division ” reform, especially the reform of the Northwest Railway Transport enterprises need to solve the problem, try to put forward the government to buy non-profit transport services mechanism conversion ideas, and the new mechanism of the basic principles and operation design, efforts to grasp Direction made a key discussion.
