1995年12月12日,国家经贸委副主任陈清泰同志在全国经济管理干部教育研究会第八届年会上,就我国当前的经济形势、企业改革和培训工作三方面问题做了重要讲话。他在讲话中通过大量统计数据和事例,介绍了我国在经济发展、国有企业改革和培训工作中带有全局性的重要情况和问题,以及下一步开展这三方面工作的指导思想、方针和措施。这篇讲话对职工教育和职业培训工作者开阔视野、拓展思路,从经济和企业改革的角度来看培训工作的地位、作用,并从直接有效地为经济和企业改革服务的角度来确定培训工作的主攻方向、培训内容和办学形式,对教育培训部门安排96年和“九五”时期的培训工作具有很强的指导意义。此讲话篇幅较长,本刊将分两期发表。现将讲话第二部分“关于加快国有企业改革问题”摘录如下。
On December 12, 1995, Comrade Chen Qingtai, deputy director of the State Economic and Trade Commission, made an important speech on the current economic situation, enterprise reform and training in our country at the 8th annual meeting of the Education Research Institute of the State Economic Management Cadre.
