浙江省全省性的洪涝灾害较多，局部性的洪涝灾害年年发生，给工农业生产和人民生命财产造成了极大的损失。扼统计．洪涝灾害是制约本省经济发展的最严重的自然灾害，并且由于人为因素的作用，洪涝灾害还有不断加重的趋势。本文分析了洪涝灾害的成因，提出了相应的减灾对策。
