为了跟上档案管理现代化的脚步,各地档案馆在还没有计算机配置情况下,积极开展著录工作,为计算机管理作准备。由于工程浩大,经费紧张,人手不够,虽然工作在进行,但思想上有不同想法。我认为,有些想法须提出加以讨论,以期统一我们的思想,求得工作的更好开展。1、“预先著录”早不早? 著录工作的重要性恐怕没人反对。但对现在就全面铺开一部分人认为尚属过早,其理由是:真要配备计算机实现联网,根据我们国家的财力,还不知到何年何月。根据国家财力,档案要实现全系统的计算机管理,
