信访工作是党和政府密切联系群众、维护广大群众利益的重要桥梁,也是维护社会稳定的重要工作。当前,由于受到国际金融危机和各种复杂因素的影响,农民工返乡、大学生就业等社会矛盾凸显,维护社会稳定的形势也较严峻,到检察机关来访的检察机关职权范围外的信访问题越来越突出,这部分信访的处理不仅关系到上访人的切身利益,也直接关系到当地社会的稳定。
