江泽民总书记《在庆祝中国共产党成立80周年大会上的讲话》(以下简称《讲话》)中指出:“要加强国防后备力量建设,发展国防科技工业,完善国防动员体制。”这是党的第三代领导集体面向21世纪,向全党、全军提出的一项长期战略任务。作为主管国防后备力量建设的业务部门,我们一定要认真学习,深刻领会,全面贯彻落实江总书记的重要指示,努力推进和加强国防后备力量建设。
