美国、加拿大和墨西哥3国经过14个月196轮的艰苦谈判,于1992年12月17日签署了关于建立“北美自由贸易区”的协定。如获3国立法机构批准,这个协定将于1994年1月1日生效。在协定生效后15年内,3国将逐步取消关税和贸易壁垒,相互间可自由开展经济贸易活动。由于建立北美自由贸易区符合美、加、墨发展经济和增强竞争能力的利益,尽管协定签署后,在3国中引起一些不同看法和争论,但就总体来看,这个协定对3国来说还是利大于弊的,预计将会获得3国议会的批准。
After 14 rounds of 196 rounds of hard negotiations, the United States, Canada and Mexico signed the agreement on the establishment of a “North American Free Trade Area” on December 17, 1992.
