本文论述“九五”期间我国建筑防水技术发展的任务与要求，强调大力推广现有科技成果和适用技术：重视加强标准化建设工作；明确重点推广项目，扩大应用比例；扶优汰劣，正确选择和合理使用防水材料。重视加强技术开发和科技攻关工作：巩固提高新型防水材料的质量水平；重点加强应用技术研究等。在体制改革方面，建议推动建立以施工企业为主体的防水行业管理一体化运行机制，并做好制订工法和推行防水工程质量保证期制度等配套工作。
This article discusses the tasks and requirements for the development of China’s building waterproof technology during the “Ninth Five-Year Plan” period, and emphasizes the promotion of existing scientific and technological achievements and applicable technologies: emphasis on strengthening the work of standardization; clear focus on promotion projects, expand the application ratio; correct and disproportionate, correct choice And rational use of waterproof material. Emphasis on strengthening technology development and scientific and technological research work: consolidate and improve the quality of new waterproof materials; focus on strengthening applied technology research. In the aspect of system reform, it is proposed to promote the establishment of an integrated operating mechanism for water supply industry management based on construction enterprises, and to do a good job in the formulation of engineering methods and the implementation of a quality assurance period system for waterproofing projects.
